Oscar Guinea

Oscar Guinea is a Director at ECIPE and a PhD candidate in Economics at the University of La Rioja. Previously, he worked as an Economic Adviser in the Office of the Chief Economic Adviser at the Scottish Government and as a national expert on energy at the European Commission.
